Station Officer/ Churchill Fellow - QFES
Justin Francis is a passionate operational fire officer of 23 years’ experience, employed by Queensland Fire and Rescue in Australia. Justin combines a vast operational background with significant experience in building approvals and fire safety, enabling a unique perspective to be displayed.
Justin’s aim is to challenge the current approach on how we manage emergencies in the built environment from both an operational and a building design perspective. His overall goal is to ensure people can visit, work, reside and manage emergencies in the built environment with optimum safety.
Justin was awarded a Churchill Fellowship in 2016/2017 enabling in-depth International analysis from 10 different countries on evolving evacuation methods from high-rise buildings and fire and life safety improvements. The overall aim was to identify the most effective solutions in addressing building fire safety evacuation procedures. The Grenfell Tower incident occurred mid-fellowship, and Justin was provided with the opportunity to view the disaster with the London Fire Brigade 2 weeks after this terrible event.
Justin is an active researcher and International presenter on building fire safety issues and uses his practical knowledge acquired through many years of managing emergency incidents to challenge those involved in the building, fire protection and emergency management industry. Witnessing colleagues and occupants affected by building fire safety deficiencies gives you a very different perspective.
John Wilson OAM
John is Manager of Building Surveying, Building and Asset services for the Department of Housing and Public Works, with over 40 years in the Building industry. John is a Level 1 Building Surveyor, Graduated with a degree in Applied Science (Built Environment), represented on numerous industry committees at state and national level, and Awarded Order of Australia Medal and June 2013
Bruce is an Engineering Geologist with 35+ years of experience in residential issues. He has had geotechnical companies since the 1980’s based in Brisbane later expanding to other states. He has presented papers on AS 2870 to many organizations (both nationally and internationally) and is currently a member of the AS2870-BD25 committee. He is Chair of HEDRA.

Andre is a highly skilled software developer with over 30 years programming experience during which he has written software for a variety of industries including hospitals, football clubs, dental laboratories and timeshare resorts.
In 1998 when the State of Queensland privatized the building certification industry Andre saw an opportunity to develop an integrated software solution specifically for building surveyors. Today Visual Approvals is used by building surveyors Australia wide.
Jason Bau completed his engineering degree at the Queensland University of Technology and has more than 10 years’ experience in the geotechnical field. He is a member of Engineers Australia and HEDRA, and has presented papers on geotechnical matters at both state and national levels. Jason has a particular interest in helping stakeholders distinguish fact from fiction when it comes to the geotechnical process of building a home.
